Jeffrey R Diehl

Executive Director and CEO

Jeffrey R. Diehl is the Executive Director and CEO of Rhode Island Infrastructure Bank. Jeff has over three decades of experience in multinational banking, capital market strategy, and public-sector finance. Prior to joining the Bank in 2016, Jeff was the Managing Partner of Strategic Sovereign Advisors, a consulting firm advising governments and financial institutions. Previously, he served as Vice Chairman of the US Public Sector, Global Head of Public Sector Banking, and Global Head of Public Sector Capital Markets each for London-based HSBC. Prior to HSBC, Mr. Diehl held progressively senior positions with a number of top-tier international financial institutions. Mr. Diehl holds both a Bachelor of Arts and a Master of Business Administration from the University of Michigan.

David Birkins

Chief Operating Officer

David A. Birkins is the Chief Operating Officer of Rhode Island Infrastructure Bank. As COO, Dave oversees the Bank’s financial and business operations including financial reporting, portfolio management, technology, human resources, and risk management. Dave has over 30 years of experience in banking and finance and was most recently Executive Managing Director of The NBS Group, a boutique bank consulting firm. Previously, he served as Chief Operating Officer and Chief Financial Officer of two fintech insurance companies, as well as several community banks in the same capacities. Dave is a graduate of the University of Connecticut where he majored in economics and finance.

Shaun O'Rourke

Managing Director

Shaun O’Rourke is Managing Director for Rhode Island Infrastructure Bank. Shaun is responsible for business and program development at the Bank and specifically oversees client management, product development, marketing functions, and climate resiliency programs. Before being promoted to Managing Director, Shaun was Director of Stormwater and Resiliency and was focused on ways to accelerate the state and its municipalities’ transition to clean energy and greater climate resiliency as Rhode Island’s first gubernatorial appointed Chief Resiliency Officer. Before joining the Bank, Shaun served as the National Green Infrastructure Director of Trust for Public Land and before that was the Director of Sustainable Design and faculty member at the Boston Architectural College. Shaun holds a Bachelor of Science from the University of Vermont and a Master of Landscape Architecture from SUNY College of Environmental Science and Forestry.

Merrill Sherman

Board Chair

Merrill Sherman is a co-founder of Bank Rhode Island and the former President and Chief Executive Officer of three community banks and two publicly-traded bank holding companies. In addition to serving as the Bank's board chair, Merrill was appointed by Governor Raimondo to serve on the Board of Directors of the Rhode Island Health and Educational Building Corporation, a Rhode Island quasi-public agency. Ms. Sherman also serves on the Boards of Directors of Brookline Bancorp, Inc. and Blue Cross & Blue Shield of Rhode Island (finance committee chair). In addition, she serves on the Boards of Trustees of Johnson & Wales University (investment committee chair) and the Preservation Society of Newport County. Merrill graduated from Mount Holyoke College and the University of Denver, College of Law.
